I couldn’t help but notice the sheer scale of the E.U.’s anti dumping investigation against China. Alan Wolff, a trade official in the Johnson, Nixon, Carter and Ford administrations points out that it is the largest anti-dumping case ever, covering Chinese imports of $26.5 billion or 6.5 percent of all Chinese imports to Europe. The case is broader than the American case, which was limited to solar cells produced in China or panels assembled in China from foreign cells. The European case includes solar wafers as well, the production step further upstream from solar cell production. The E.U. opens about 20 anti-dumping cases each year and about half result in tariffs. A decision will take at least nine months and China will likely retaliate should tariffs be imposed, kicking off a mini trade war. I guess this is one way to stabilize panel prices.
